How to Become a Certified Resource Parent

Step-by-step guide

If you're exploring becoming a resource parent and haven't yet connected with Every Child Oregon, we encourage you to fill our their Connect form. They can answer your initial questions and get you connected locally to an ODHS representative to start the process.​

If you're not quite ready to become a resource parent, Every Child Oregon can help you ​learn about becoming ​a certified respite provider or other ways to get involved in your community.​

​After you're connected to a local ODHS representative, you can start the training and application process. ​Training prepares you to parent and support children and families impacted by foster care. Your ODHS representative will support you through the training and application process.

​Before you sign up for training, be sure to connect with your local Retention and Recruitment Champion​.


Comp​lete Pre-requisite​ Training
This must be completed before you ​register for RAFT.

  • Watch the Orientation video series - This is a 5-part video series that provides an introduction to working with ODHS Child Welfare and the role of a resource parent.
  • Review additional materials - This includes training on mandatory reporting and the role of mandatory reporters in reporting suspected child abuse. 

​Attend Resource and Adoptive Family Training (RAFT)

  • RAFT is the ODHS Child Welfare certification training for all resource parents.
  • RAFT includes nine, 3-hour learning sessions (27 hours total).
  • These are interactive trainings facilitated live by ODHS trainers.

Submit an application

  • ​Your Retention and Recruitment Champion will give you an application when you're ready. 
  • Once we receive your completed application, you will be matched with a certifier who will ​work with you throughout the home study process.

​Your certifier will work with you to complete a SAFE (Structured Analysis Family Evaluation) home study.​ This is an in-depth assessment to identify your family's strengths and any potential challenges related to providing foster care. 

  • We will interview all household members and complete background checks for all adults who live in your ​home. 
  • There will also be a safety assessment of your home and surrounding area.
  • There will be additional paperwork to complete. ​​
  • The process usually takes about 4 to 6 months.​

Once your home study is approved, ODHS will issue a Certificate of Approval which is valid for up to two years. 

  • Your certifier will work with you to welcome children and young adults into your home who ​best fit the skills and strengths of your family.
