Background
Oregon’s noxious weed quarantine, OAR 603-052-1200, was amended in 2009 as it pertains to butterfly bush (Buddleja davidii). As a result, only Oregon Department of Agriculture (ODA) approved seedless butterfly bush cultivars can be propagated, transported, or sold in Oregon. Cultivars may be added to the approved cultivar list at the discretion of the ODA.
A Special Permit may be issued allowing entry into Oregon, propagation, or research on butterfly bush plants.

Buddleja davidii (butterfly bush) cultivars at this time.
