Exporting plant material to domestic states
Oregon grown nursery stock shipped out of the state or country must meet the following requirements:
- Be free of pests, diseases, and noxious weeds
- Be accompanied by an ODA shipping permit
- Meet the destination state's or country's shipping requirements
Domestic shipments may have various restrictions and certain certifications may be required, depending on the type of plants and the destination state of the shipment.
Your assigned Nursery Inspector can provide you with the shipping permit, phytosanitary certificates, and other quarantine certificates that you may need. Identify your Nursery Inspector or contact the Main Office at
plant-nursery@oda.oregon.gov.

International exporting
International exports have requirements in addition to the export requirements listed above. Most plants and propagative plant parts require a federal phytosanitary certificate issued by a certified state or federal official.
Before a phytosanitary certificate is issued, the Oregon nursery must do the following:
- Apply for an import permit from the receiving country (if needed)
- Create a
Phytosanitary Certification Issuance and Tracking (PCIT) account (required)
- In PCIT, submit a request for a phytosanitary certificate (required)
- Contact the assigned ODA Nursery Inspector to arrange an onsite visit
NOTE: A notification time of 48 hours to issuing officials is required.
What will your nursery inspector do?
- Review your application in PCIT
- Review the destination country's quarantines to identify any special certifications that your shipment will require.
USDA Phytosanitary Export Database (PExD) System
- Conduct the onsite visit to inspect the shipment for pests, pathogens, and invasive weeds of concern to the importing country.
