In March 2023, the Oregon Legislature adopted, and Governor Tina Kotek signed into law, House Bill 2001. This bill includes direction to the Land Conservation and Development Commission (LCDC) to adopt rules to implement the Oregon Housing Needs Analysis policy, which will fundamentally shift Oregon's approach to housing planning by empowering cities to take actions that increase housing production, affordability, and choice. In July 2023, LCDC formally initiated a rulemaking process by adopting a charge to guide the work of a Rulemaking Advisory Committee (RAC).
DLCD is now soliciting applications from members of the public to participate in and inform the rulemaking process. If you are interested in being considered for a position on the RAC please find background materials, a draft rulemaking charter, and the application linked below.
