Approximately 1.5 million acres of surface and subsurface lands across Oregon are managed by the Department of State Lands. The Department occasionally sells and exchanges land owned by DSL for full market value to maximize revenue contributed to the
Common School Fund. DSL also conducts planning activities on some large parcels of land with the potential to be developed for industrial, commercial, and residential use, the proceeds from which benefit the Common School Fund.
Generally, it is the policy of the State Land Board to retain mineral rights. DSL also processes some land transactions on behalf of other state agencies.
Apply to Purchase or Exchange Land
Applications to purchase or exchange state lands may be submitted to DSL for consideration, following a required
pre-application consultation with DSL staff. There may be additional fees if multiple parcels or geothermal and mineral rights are requested.
Applications
Following the direction of the State Land Board, the Department will evaluate the financial, natural, cultural, and recreational impacts of proposals under consideration. The public also has the opportunity to provide feedback on the sale or exchange. DSL uses this information to recommend to the Land Board whether to sell or exchange the parcels under study; the Land Board must also approve the final transaction.
