The Environmental Quality Commission adopted rules that update the requirements and tools used by the Clean Fuels Program to calculate greenhouse gas emissions to safeguard the program's environmental integrity. This rulemaking include updating the full well-to-wheels OR-GREET fuel carbon intensity model to version 4.0 and updating and adding simplified calculators for Tier 1 fuels. The rulemaking also add other provisions, including a reserve account for credits from fuel pathways with carbon capture and sequestration projects associated with them, additional tracking requirements for high-risk feedstocks, and requiring electricity reporting and fuel pathway applications to go through third-party verification.

On July 9, 2024, DEQ held a workshop to discuss its draft OR-GREET 4.0 model and simplified calculators and the updates that DEQ has made from CA-GREET 4.0.

Workshop 1

On Jan. 30, 2024 DEQ held a workshop to outline key topics for the 2024 Clean Fuels Program rulemaking for early consideration and feedback. DEQ presented on revising the OR-GREET model used for fuel carbon intensity calculations, updating the Third Party Verification rules for CFP reports, and proposing other rule modifications based on implementing the program since the last rulemaking. 

In convening this committee, DEQ selected a committee that was large enough to provide diverse perspectives and represent affected parties and stakeholders, while allowing opportunity for members to engage.  Advisory committee members reviewed proposed rules and provide feedback on potential fiscal, economic, and racial equity impacts.

Meeting 2: Aug. 14, 2024

DEQ will be taking written comments on this rulemaking and the draft Fiscal and Economic Impact, Racial Equity, and Environmental Justice statements via email to CFP.2024@DEQ.oregon.gov. Please submit those comments by 5 p.m. PT on Wednesday, Aug. 28, 2024.
