Climate Protection Program

The Environmental Quality Commission adopted rules which establish a new Climate Protection Program to reduce greenhouse gas emissions and address the effects of climate change. This rulemaking:

  • Established a new program to set limits on greenhouse gas emissions from significant sources in Oregon, including large stationary sources, transportation fuels, and other liquid and gaseous fuels;
  • Defined regulatory applicability and program requirements; and
  • Prioritized equity by promoting benefits and alleviating burdens for environmental justice and impacted communities.

DEQ contracted with ICF to conduct a study to inform program options and advisory committee discussion. More information is available on our Modeling Study on Program Options to Reduce Greenhouse Gas Emissions page.

Key resources

​​​​DEQ convened an advisory committee to provide diverse perspectives on policy proposals, including fiscal, environmental justice, public health and economic impacts. DEQ did not seek consensus from the committee, nor was the committee be asked to vote, on specific issues. The committee’s discussions were used by DEQ in forming its draft rules.

Public involvement

In response to multiple requests for extension of the comment period, DEQ extended the public comment period by 21 days in order to allow an additional opportunity to submit data, views or arguments concerning the proposed rules. As a result of this action, the deadline for comments was extended from Oct. 4, 2021 at 4 p.m. to Oct. 25, 2021 at 4 p.m. The comment period for this rulemaking is now closed.

​​​​DEQ held two public hearings. Anyone could attend the hearings. The hearings were by webinar and teleconference only. Anyone could provide oral comment at a hearing.

Due to the high level of interest and limited amount of speaking time, DEQ requested each commenter provide oral comment at one hearing only and that the comment be limited to two minutes. A portion of each hearing was reserved for pre-registered commenters. Time was also available for commenters who did not pre-register.
