As part of the Department of Environmental Quality's 2021-2022 approved budget, the Oregon Legislature authorized a fee increase for the Asbestos Program to generate an additional $300,000 in revenue beginning July 2022, approximately a 30% increase. DEQ is conducting a rulemaking to determine fee increases for specific asbestos program activities.
In 2021, the Asbestos Program granted approximately 3,900 asbestos project notifications, 75 asbestos abatement contractor licenses, and 1,200 asbestos certifications across the state. The program is funded entirely by the associated activity fees. The increase will provide funding to sustain the program for the next two years. The last fee increase for the Asbestos Program occurred in 2007 and consisted of an increase to asbestos notifications only. The last fee increases for asbestos certifications, licensing, and training provider accreditation occurred in 1992.
DEQ expects to present the proposed rules to the EQC in June 2022 in order to implement the fee increase in July 2022.
DEQ convened an advisory committee to review the fiscal impacts related to the proposed rules. In convening this committee, DEQ has appointed members that reflect the range of entities that are both directly and indirectly affected by proposed changes to the rules.
