Item B: Gaston Heights, LLC Hearing (Action)
The commission will hear oral argument from and have an opportunity to ask questions of both DEQ and Gaston Heights representatives regarding Gaston Heights' Petition for EQC Review of the Administrative Law Judge's June 2024 Proposed Order regarding alleged violations of Oregon water quality law at a construction site in Gaston, Oregon. The commission will then deliberate and determine by motion its decision on the final order in this matter.

Item C: Clean Trucks Rules 2025 (Informational)
DEQ will provide an update on the Clean Trucks 2025 rulemaking, including key considerations, the latest federal actions, market considerations, and progress to date.

Item D: Wood Waste Management, LLC Hearing (Action)
The commission will hear oral argument from and have an opportunity to ask questions of both DEQ and Wood Waste Management representatives regarding Wood Waste Management's Petition for EQC Review of the Administrative Law Judge's May 2024 Proposed Order regarding alleged violations of Oregon water quality law at its facility in Portland, Oregon. The commission will then deliberate and determine by motion its decision on the final order in this matter.

Item E: Climate Protection Program Temporary Rules (Action)
DEQ is proposing a temporary rule amendment to the recently adopted Climate Protection Program. The temporary rule amendment is needed to implement the correct and intended methodology for generating additional 2025 compliance instruments. This temporary rule does not introduce any policy changes.

Item F: Underground Storage Tanks 2025 (Informational)
DEQ will provide background information about the Underground Storage Tanks program and present rule topics that will be addressed in the Underground Storage Tanks 2025 rulemaking that will be brought to the commission for consideration in May 2025.

Item G: Oregon Cascade RV Co-op WPCF-OS Permit Request (Action)
The Oregon Cascade RV Co-op facility, located near the McKenzie River, has an active application with DEQ for a new Water Pollution Control Facility-Onsite System permit. This is an existing facility that needs septic system repairs/upgrades and is not proposing to expand beyond its current capacity. The repairs require that the facility obtain a WPCF-OS permit from DEQ based on a design flow of 7,000 gallons per day. Under the regulations known as the “Three Basin Rule," this new WPCF-OS permit that exceeds 5,000 gpd triggers a process that includes EQC approval.10:05 a.m.
Item H: 2024 Water Quality Integrated Report (Informational)
DEQ will present information about the 2024 Water Quality Integrated Report, a report that represents the state's most comprehensive evaluation of Oregon's surface water quality data and information, including the assessment of over nine million water quality monitoring results collected by 141 organizations at over 3,000 unique locations statewide. DEQ plans to submit the 2024 Water Quality Integrated Report to EPA for approval in the next few months.

DEQ will provide a status update on the 2025 legislative session. The update will include a summary of proposed legislation impacting the commission and the agency. The item will also include an update on the legislative budget process as it relates to DEQ's 25-27 Legislatively Adopted Budget.

Item J: Public ForumThe commission will hold a comment opportunity for any environmental and public health issues relevant to DEQ and EQC. Sign-ups to comment will occur at the start of this agenda item, and people are asked to limit comments to two minutes or less. Comment times may be reduced at the discretion of the commission. There are no proposed rules that the commission cannot accept comment on during this public forum.
