Impact of federal actions

The Oregon Department of Environmental Quality has been granted $277.6 million in federal funding to monitor air and water quality, provide low-interest loans to communities to upgrade water infrastructure, identify and clean up contamination, and provide more rebates to people in Oregon – see the full list of programs below and funding status below. This work ensures we can restore, maintain and enhance the quality of Oregon's air, land and water.
DEQ is actively monitoring changes at the federal level and any impact they have on our ability to protect human health and the environment. Periodic freezes of federal funds have created uncertainty for those carrying out work at the local level and limited DEQ's ability to carry out its mission and obligations to Oregon.
The remainder of DEQ programs such as emergency response, greenhouse gas programs, permitting programs, seismic stability, etc. rely on state funding, fees, and cost recovery. See DEQ's budget information.
The following programs rely on federal funding to provide crucial services to people in Oregon and carry out DEQ's mission to restore, maintain and enhance the quality of Oregon's air, land and water.
*Some or all of this work is funded by grants from the Bipartisan Infrastructure Law (BIL) and the Inflation Reduction Act (IRA). Between these programs, DEQ was awarded $210.9 million in BIL/IRA funding. DEQ has not yet received 98% of that funding, though it has been obligated. Most of this funding is the $200 million for the
Climate Equity and Resilience Through Action, awarded in July 2024 and slated to begin providing money to people in Oregon for transportation, home weatherization, building affordable housing and more.
