The Oregon Department of Aviation (ODAV) develops and implements the Oregon Aviation Plan (OAP). The plan includes facility and system inventory, aviation service and infrastructure analysis and recommendations, and aviation's state-wide economic impact. The plan guides policy and projects to meet identified needs and carry out the goals for Oregon aviation.
