The Universal Health Plan Governance Board (UHPGB) has created committees to join its work in developing a comprehensive plan to finance and administer a universal health plan for all Oregon residents. The committees are comprised of board members and members of the public who were recruited to voluntarily serve. The board has worked hard to ensure that committee membership has equitable representation from every region and population around the state. The board’s plan is due to be presented to Gov. Tina Kotek and the Oregon Legislature by September 2026.
Each committee has a board member serving as chairperson, who will be the liaison between the board and the committee. Board members will look to committee members for expertise and lived experience to serve this important effort and to progress the work of the board. Each committee has been charged with tasks and deliverables that align with the
board’s work plan.

The board created a hiring committee on Jan. 16, 2025, with delegated authority to interview executive director candidates for UHPGB. The committee consists of UHPGB members Chairperson Hellen Bellanca, Vice Chairperson Judy Richardson, and Bruce Goldberg, and UHPGB staff member Jennifer Donovan.
