Executive Order 20-04 (EO 20-04) established ambitious greenhouse gas (GHG) emission reduction goals for Oregon. The order set the following:
- 45% below 1990 levels by 2035
- 80% below 1990 levels by 2050
The purpose of this fact finding is to analyze the potential natural gas utility bill impacts that may result from limiting GHG emissions of regulated natural gas utilities under the Oregon Department of Environmental Quality's Climate Protection Program (CPP) and to identify appropriate regulatory tools to mitigate potential customer impacts. The ultimate goal of this fact finding will be to inform future policy decisions and other key analyses to be considered in 2022, once the CPP is in place.
