During the 2021 Regular Session, the Oregon Legislature passed legislation addressing community-wide green energy. Oregon House Bill (HB) 2021, Section 20 specifies how such a program may work.
Section 20 created the opportunity for local governments to work in partnership with electric companies (utilities) to develop and file tariffs reflecting their local renewable and non-emitting resource goals. Oregon Public Utility Commission (PUC) Staff is currently focused on convening a Community Green Tariff (CGT) working group.
The working group is open to local government representatives who are interested in implementing CGT in their community or who are interested in learning more about CGT. Meetings take place on the first Monday of each month from 1-2:30 p.m. If local governments are interested in participating in the working group, please contact Kaitlin Lynch at
