The Oregon Centralized Application process offers development resources focused more on each affordable housing development application meeting evaluation standards and readiness rather than a competitive scoring criterion. There are evaluation standards required for
each part of the ORCA process.
When evaluation standards are met for each step of the process, the application moves closer towards a final funding recommendation at Commitment, at which point the applicant is expected to close and start construction within six months.
When the ORCA launched in June, OHCS received almost 200 intake forms. OHCS is committed to working with project teams to keep developments moving throughout the ORCA process.

This list is updated monthly after each Housing Stability Council (HSC) meeting. Please note, ORCA status, dates, and proforma numbers may change every month depending on project progress or changing circumstances impacting projects.
Applications are recommended to HSC for an up to amount that is the lesser of the maximum allowable subsidy or 125% of the project subsidy request. The Proforma requested amount is an estimate if project hasn't reached Impact Assessment Review status.
