Office hours
Virtual office hours are held regularly for potential and current ORCA applicants to ask questions and get technical support from Oregon Housing and Community Services (OHCS) staff. OHCS will be hosting virtual ORCA office hours from 10:00am to 11:00am on the following dates and registration is required:
Technical Advisors
Technical Advisors are OHCS staff who are available to help developers:
- Navigate the new Oregon Centralized Application (ORCA) system
- Access resources including OHCS Predevelopment Loans, Capacity Building grants, consultant referrals
- Build relationships with OHCS that support current projects and future pipeline
Technical Advisors may be requested or assigned to assist a developer at Intake. Technical Advisors can be reached at

Due to current staff capacity, Technical Advisors will prioritize support for set-aside eligible developers – culturally specific organizations, non-profit sponsors of rural projects, and Tribal housing organizations, as requested.
