All 2024 LIFT resources have been obligated, so any application for projects across Oregon seeking LIFT funds that have met Impact Assessment standards will be placed on a waitlist.
Getting on the ORCA waitlist
To be eligible for the funding waitlist, please ensure the following:
- Your application must successfully pass the Impact Assessment Standards review
- There should be no follow-ups or cures pending on your application.
Applications will be placed on the waitlist by the submission date. The submission date is when an applicant submits a complete application for Impact Assessment Standards review.
If an application is sent back to an applicant for a cure, the date when the cure is complete and the application is re-submitted to OHCS for a subsequent Impact Assessment Standards review becomes the new submission date.
Moving up the waitlist
Applications on the waitlist planning to utilize only grant, loan, and state tax credit resources (non-LIHTC projects) will move up in their waitlist placement when an application in a higher placement is either funded or withdrawn.
Project withdrawals can include:
- An application being removed by the development team when the project becomes infeasible or they no longer want to prioritize that project;
- An application chooses to restructure, including:
- an application chooses to change the resource is redesigned to use 4% LIHTC resources and chooses to submit a 4% LIHTC Impact Assessment application for that project
- an application requests and is awarded 9% LIHTC resources for the project instead of using the prior financial structure for the project when previously entering the waitlist.
Redesigned applications on the waitlist to use 9% LIHTC resources may remain on the general waitlist while applying for 9% LIHTC resources. If an application is selected to receive 9% LIHTC resources, the application is removed from the waitlist.
Funding applications on the waitlist
Applications on the waitlist will be recommended to the Housing Stability Council for a letter of intent when sufficient resources are available to meet the project's needs.
