Oregon Housing and Community Services (OHCS) has implemented HUD’s National Standards for the Physical Inspection of Real Estate (NSPIRE) inspection protocol for affordable rental housing property physical inspections. This method of conducting physical inspections ensures properties remain safe and healthy for residents. It also aims to better assess the condition of affordable units, buildings, and common areas, as well as streamline inspection processes.
NSPIRE inspection protocol applies to all rental properties OHCS monitors regardless of funding type. Though OHCS will strictly follow the current NSPIRE inspection protocol, please note that HUD may provide additional updates in the future. OHCS inspectors have also been instructed to document findings that might not be included within current NSPIRE inspectable areas if they determine life, health, and safety concerns are present.
