Background
Ballot Measure 109, passed by Oregon voters in 2020, created the nation's first regulatory framework for psilocybin services. The measure is now codified in statute as
ORS 475A. ORS 475A created a two-year development period from January 1, 2021 to December 31, 2022. During the development period, the Oregon Psilocybin Services team developed rules, systems, and processes for the implementation of ORS 475A. This included staffing the Oregon Psilocybin Advisory Board and subcommittees; leading a robust rulemaking process; developing a psilocybin facilitator training program approval system and license tracking and compliance case management system; customizing a product tracking system; creating an equity and justice centered approach to background checks; onboarding and training new licensing and compliance teams; developing the website and distribution list; hosting public listening sessions, building partnerships with diverse communities; and creating education and training for our regulatory community and the public.
