Mandatory Licensure Effective January 1, 2022
Mandatory licensure of Residential Care Facility Administrators begins on January 1, 2022. Individuals must meet all application requirements and submission of applicable fees as stated on the application.
Residential Care Facility Administrators are responsible for planning, organizing and managing the operation of a residential care facility. Mandatory licensure for this profession begins January 1, 2022.

Examination
The Residential Care Facility Administrators Examination (RCFAE) is a state-prepared exam which consists of 75 multiple choice questions and requires a minimum passing score of 75 percent. Candidates are given 90 minutes to complete the exam.
The RCFAE is administered through Workday Oregon. To access the RCFAE, please refer to the Workday Oregon New User Guide listed below. There is a one-time examination fee that will be paid directly to the Health Licensing Office with submission of the Residential Care Facility Administrators license application. After successful completion of the RCFAE, you will be provided with a certificate of completion, which must be submitted along with the examination fee, the license application, and any other applicable fees.
The RCFAE covers information contained within the Oregon Revised Statutes (ORS) and Oregon Administrative Rules (OAR). Specific ORSs and OARs are provided in the Residential Care Facility Administrators Examination Information Bulletin (EIB) listed below. The ORSs and OARs listed are solely for the purpose of preparing for the RCFAE and are not inclusive of all ORSs and OARs governing Residential Care Facility Administrators and Residential Care Facilities.
