About the board

The Board of Athletic Trainers oversees the practice of athletic trainers in the State of Oregon. Athletic trainers prevent, recognize and evaluate athletic injuries and provide immediate care, rehabilitation and reconditioning services to athletes. They work in cooperation with physicians and other allied health personnel and serve as members of the athletic health care team at secondary schools, colleges and universities, sports medicine clinics, professional sports programs and other athletic health care settings.

The Board of Athletic Trainers consists of five members appointed by the governor:

  • Three members must be athletic trainers who have practiced continuously in this state for the three years prior to the date of appointment.
  • One member must be a licensed physician.
  • One member must be a member of the general public who is not an athletic trainer.

Terms in office are four years, with an appointee eligible to serve a maximum of two consecutive terms or until a successor is appointed.

Ken Takenaka

A native of Florida, Ken has called Oregon home since 2011, when he joined the healthcare team at Orthopedic+Fracture Specialists. Over the past 11 years, he has had progressive leadership experience and now serves as Clinical Director. He works directly with Athletic Trainers, executives, and physicians to improve the delivery of healthcare. 

Ken completed his undergraduate studies at the University of Central Florida and holds a Master of Education from Mercer University. He completed the post-professional Athletic Training Residency Program at Emory University in 2011, before moving to the Pacific Northwest. In addition to his professional role, Ken enjoys serving as a preceptor for Pacific University. He has served on multiple professional committees and has been a guest lecturer for several professional organizations and universities. 

Ken is passionate about Athletic Training and looks forward to serving the profession in the great state of Oregon.​

Jeff Kawaguchi

Dr. Jeff Kawaguchi is currently the Program Director for the Athletic Training Program at Pacific University in Hillsboro, Oregon. Dr. Kawaguchi is the Chair for the Ethnic Diversity Advisory Committee (EDAC) for both District 10 and the state of Oregon. He is also a member of the DEI and Leadership Committee for the CAATE.

Dale Isaak

Term: 2nd Full

Wilsonville


A 1990 graduate of Willamette University, Isaak also holds a master of science degree in physical education/athletic training from Indiana State University (1991), and a master of education in physical education from the University of Minnesota (1995). Isaak has been an Athletic Trainer and Assistant Professor at George Fox University since 1995, and is currently Director of Sports-medicine at the school. He served as the head athletic trainer for Hopkins High School in Minnetonka, Minnesota and athletic trainer for the Institute for Athletic Medicine in Minneapolis, before coming to George Fox.

Isaak and his wife, Marin, live in Wilsonville with their daughters Lauren and Halle.

Hayli Hay

As an executive, she creatively uses her operational and technical experience to implement innovative solutions to challenging business problems while managing the chaos to deliver measurable results. Hayli is a high-performing, strategic minded leader with 18 years of program and project management experience supporting public and private sector clients - from large international to small local teams across a wide range of industries. Hayli is a certified Project Management Professional (PMP), Lean Six Sigma blackbelt, certified scrum master and class of 2017-2018 Leadership Portland alum.

Sean Robinson

Term: 1st Full

Dr. Robinson, originally from Salt Lake City, has a diverse background spanning material science, teaching, emergency medical services, and sports medicine. He's deeply committed to community service, having volunteered extensively in education and healthcare. From teaching science to fifth-graders to managing a clinic for the uninsured, he's consistently focused on improving access to care and promoting preventative medicine. Dr. Robinson's passion for sports led him to specialize in sports medicine, where he now serves as a team physician at Lewis and Clark College. Alongside his medical roles, he's actively involved in medical education and curriculum development at OHSU. Outside of work, he's an accomplished trail runner, having completed multiple ultra-marathons, and enjoys outdoor activities like hiking and camping with his wife. An interesting tidbit about him is his past as a sponsored skateboarder.

Violations of Oregon Public Meetings Law

There are mandatory prerequisites for submitting Public Meetings Law complaints to the Oregon Government Ethics Commission (OGEC). These prerequisites also apply to executive session complaints. If you fail to satisfy the mandatory prerequisites before filing your complaint with OGEC, the OGEC has stated that it will dismiss your complaint. 

If you are comfortable addressing your public meetings law concern directly with the Health Licensing Office (HLO) instead of filing a formal complaint, then the HLO invites you to do so. However, if this is not possible or if your concerns remain unresolved, the OGEC has the authority to enforce public meetings laws.

The OGEC offers a complaint process to submit alleged violations of Oregon public meetings law. Information about the process and frequently asked questions can be found at: https://www.oregon.gov/ogec/public-records/Pages/Complaints.aspx. 

In accordance with the mandatory prerequisite of filing a written grievance with the public body before filing your complaint with OGEC, you can submit the “Oregon Public Meetings Law – Complaint Form" to Josh Page through one of the following methods:
