Paying for an Abortion

There are many options to help cover the cost of an abortion. Once you have an appointment for your abortion, the staff at the clinic can often help you understand what payment option best fits your situation and needs.

Oregon Health Plan

The Oregon Health Plan (OHP) is Oregon’s Medicaid program. OHP covers abortions for Oregon residents, regardless of citizenship or immigration status, who make below a certain amount of money. Pregnant people can qualify for OHP at higher incomes than non-pregnant people. Also, OHP can help pay for transportation costs, and in some cases, help with lodging and meals. Reproductive Health Access Fund 

The Reproductive Health Access Fund (RHAF) is a state-funded program that covers abortion services free of charge for Oregon residents who are not enrolled in OHP and who are not U.S. citizens. Learn more about RHAF. You can enroll in RHAF at any certified AbortionCare clinic.

Private Insurance

Oregon law requires most health insurance plans to cover abortion at no cost to the member. This includes many private health plans including individual, small group, and fully insured large group plans. This requirement does not include health share plans, self-funded large group plans, plans offered by Providence Health Plan, High Deductible Health Plans (HDHPs), or Health Savings Account (HSA) eligible plans. Although HDHPs and HSA-eligible plans generally cover abortion, members must meet their deductible before the insurance company will pay for the service.
For information on abortion coverage for your health plan, you can check your plan's Summary of Benefits and Coverage document. Information about abortion coverage is usually found in the Excluded Services and Other Covered Services section, typically on page 4 or 5 (see example below.)


For help locating your plan's Summary of Benefits and Coverage document, or for more in-depth information on your coverage, contact your insurance company by calling the number on the back of your insurance card. 
If you are looking for a private health plan, visit OregonHealthCare.gov/WindowShop. Abortion coverage can be found under “Other Services" in the plan details page. General information about reproductive health benefits in private insurance can be found on the Division of Financial Regulation (DFR) website.
If you have questions about insurance or have a complaint about your insurance, you can reach out to a consumer advocate within DFR. You can call 1-888-877-4894, email DFR.InsuranceHelp@dsbs.oregon.gov, or find information at the bottom of their website.
If your health insurance is through Providence Health Plan or through an employer with religious objections to abortion, the Abortion Access Plan will pay for your abortion services. Get more information about the Abortion Access Plan.

No Insurance 

There are programs that can help if you do not have insurance. You might qualify for assistance from the Northwest Abortion Access Fund (NWAAF). NWAAF can help pay for abortion care, including transportation, childcare, and other costs related to having an abortion.
You can also find lists of abortion funds by state at the National Network of Abortion Funds and the Women’s Reproductive Rights Assistance Project.
You can also talk with your provider about financial support they may offer and organizations they work with. Some clinics have their own financial assistance funds.
