Roadmap

Overview

In response to the Secretary of State's 2020 audit, the Oregon Health Authority (OHA) developed the Child and Family Behavioral Health Policy Vision and now the Roadmap 2020-2024 to improve Oregon's behavioral health system for children, youth and families. 

Over three years of consultation, OHA has received input on this document from youth and families, providers, the Children's System Advisory Council, partners and interested communities. OHA heard loud and clear messages from families and young people:

  • Ensure access to a broad, flexible array of community-based services and support for children, and their families and caregivers, to address their emotional, social, educational and physical needs.
  • The right services need to be individualized according to the unique needs of each child and family and be available when needed, for the duration needed.
  • Ensure the network of providers is responsive to children, youth and families in a way that is trauma informed and culturally responsive.

Roadmap 2020-2024

This Roadmap is a living document that reflects input from communities, including the System of Care, families, youth and providers on direction and future investments. It sets out the goal pathways, strategies and steps that frame the work.

Spreadsheet and progress report

Roadmap 2020-2024

  • This spreadsheet includes the Quarters 1 and 2 of 2024 updates on progress and a timeline for work in the plan. We intend to provide progress updates every six months.
  • Comments and questions are welcome and can be directed to kids.team@oha.oregon.gov.

The Roadmap and our journey

This graphic describes the Roadmap and our journey. It shows the three foundational pillars:

  • Health equity,
  • Youth and family voice, and
  • Trauma-informed principles.

The pillars support the four strategic pathways:

  • The continuum of care,
  • Youth and family engagement,
  • Data-driven decision making, and
  • Cross-system collaboration.

The continuum of care

This graphic, in both English and Spanish, illustrates the full continuum of care as needed for a fully functional system for Oregon. Several areas need development and are goals for the future. This document lists each area, provides links for further exploration and will be updated regularly. 

Family Member Work Group

This workgroup provides OHA and the Children's System Advisory Council a parent and family perspective about OHA programs and policies. 

Workgroup members include the Children's System Advisory Council's appointed family representatives and family members representing specific populations or regions of the state.
