Working to improve the health of clients, consumers and employees
When the State makes a decision that affects the people it serves or its workforce, it’s a game-changer for all Oregonians. CAHIP's goal is to improve the health of all OHA and DHS clients, consumers and employees.
Together, OHA and DHS serve 1.4 million Oregonians each year and employ over 11,000 people. As a result, CAHIP is poised to have a large statewide impact.

Our Vision
All Oregonians – including OHA and DHS clients, consumers and employees – have the opportunity to take care of themselves by eating well, staying active and living tobacco free regardless of their income, education, job title, race, ethnicity, sexual orientation, physical ability, mental health or substance use status.
Current Health Inequities
Oregonians who get state-funded services tend to be less healthy than others. This is called a "health inequity" – an unfair and avoidable difference in health status. Factors that are linked with health inequity include: lower incomes, less education, minority race or ethnicity, sexual orientation, disability, mental illness and substance use.
CAHIP Objectives to improve OHA/DHS Client and Consumer Health
- Each participating agency will implement a culturally relevant work plan related to improving client and consumer health.
- The Steering Committee will support policies to decrease tobacco use and improve nutrition and physical activity among clients/consumers.
CAHIP Objectives to improve OHA/DHS Employee Health
- Each participating agency will implement a culturally relevant work plan related to improving employee health.
- The Steering Committee will propose at least two policies to reduce tobacco use and obesity among employees. The Steering Committee will support increased employee participation in the Employee Assistance Program (EAP) and self management programs; explore standards around ensuring culturally relevant EAP services; and investigate coverage of traditional health workers by the Public Employees Benefits Board.
