Required Bloodborne Pathogens Training for Oregon Cosmetologists

The Health Licensing Office (HLO) reminds all Oregon Cosmetology certification holders renewing a field of practice (hair design, barbering, esthetics, nail technology, or natural hair care) on or after July 1, 2025, that they must complete and maintain current bloodborne pathogens (BBP) training. This requirement is established by Senate Bill 217 (2023) and outlined in Oregon Administrative Rules (OAR) 817-008-0000.

BBP training may be completed through online courses or in-person sessions and is valid for one year. Practitioners must maintain a certificate of completion or other documentation proving their BBP training is current during their renewal period. This documentation must be retained for five years after renewal.

During the renewal process, practitioners must attest to having current BBP training. This attestation does not require submitting documentation to HLO at the time of renewal; however, HLO may conduct random audits each year. If selected for an audit, practitioners will have 30 calendar days from the notification date to submit proof of current BBP certification.
