In 2021, the Health Licensing Office (HLO) convened a Joint Esthetic and Advanced Esthetic Rules Advisory Committee (Joint RAC) to collaborate and recommend rule changes to the Board of Cosmetology (COS Board) and the Board of Certified Advanced Estheticians (CAE Board), including defining the term “device" within both the advanced esthetics and esthetics professions as required in HB 2970 (2021). The Joint RAC met on August 23 and November 10, 2022, before the HLO paused the rulemaking process. The process was paused in order to meet the requirements of HB 2993 (2021), which broadened the requirements of who is required to serve on rules advisory committees, specifically including “communities likely to be affected" by the rule change. The CAE Board met on October 26 and the COS Board met on November 14, 2022, to determine which persons and communities are likely to be affected by the rule changes related to advanced esthetics and esthetics.
After providing outreach and communication to all advanced estheticians, estheticians, and the communities both Boards determined would be affected by the changes in rules, HLO received 14 interest forms to serve on the Joint RAC. Of the 14, eight were estheticians, four were advanced estheticians, and two were medical providers. Ten of the fourteen individuals were chosen to serve.

The Joint RAC met on January 30, 2023, and was provided draft definitions for esthetic device and advanced esthetics device. Members discussed their experience with certain devices, including duration of use, on-the-job training, and professional education. No recommendations were made at this meeting.
