Medicaid EHR Incentive Program

Overview
The Medicaid Electronic Health Record Incentive (EHR) Program launched in September 2011 and concluded December 31, 2021 with the ending of the federal funding opportunity.  The Program leveraged significant federal funding to improve patient's health and to reduce costs. Provider participation was voluntary; however, to be eligible for the financial incentives, providers had to meet certain requirements, including the adoption of certified electronic health record technology (CEHRT). By the end of the Program, over $213 million had been disbursed successfully to 3865 individual providers across 589 unique clinics and 60 hospitals.
Purpose

Medicaid Incentives for Providers achieving “meaningful use" of EHRs.

Through combined efforts, Oregon envisions a strong, integrated Health Information Technology and Health Information Exchange to support meaningful use of Electronic Health Records within the provider community, thereby improving quality in health care outcomes towards reducing overall health care costs.


Successes

We had more providers receive payments then originally projected.

  • Program Year 2016 was the first year that Naturopaths and Pediatric Optometrists submitted attestations
  • Program Year 2016 had the most attestations ever submitted (2175) we paid 98.2% of those attestations.
  • 594 Eligible Professionals in their 1st year did Meaningful Use in place of AIU
  • 13 Eligible Hospitals did Meaningful Use in their 1st year and needed to apply for the Medicare Incentive Program first
  • 813 Providers completed all 6 years of the program
  • Tribal Health 54 EPs across 9 clinics received more than $1.3 million
  • FQHC/RHC 69 clinics received payment

Although Behavioral Health providers were not eligible for the program, 20 of the Behavioral Health  clinics were able to earn the incentives, which further supported the integration of Behavioral Health with physical health.
