Request Training

OGEC Training Topics


OGEC trainers are available to provide NO COST training sessions to public bodies throughout the State of Oregon on subject matters that are within the jurisdiction of the Oregon Government Ethics Commission (OGEC):

The training descriptions and length of each training are listed below. We offer both in-person and virtual training options. If you have any questions about the training topics, please contact us at training@ogec.oregon.gov .


 

Government Ethics Law

Topics the training can cover are Use of Office, Conflicts of Interest, Nepotism, Gifts, and Statement of Economic Interest filing.  ORS Chapter 244 / OAR Chapter 199
   1. Chapter 244 Overview including Use of Office, Conflicts of Interest, Nepotism, and Gifts with examples, time for questions, and discussion: 2.5 hours
   2. Use of Office & Conflicts of Interest: 1.5 hour
   3.  Gifts: 1 hour
   4. Statement of Economic Interest filing: 1 hour

Lobby Regulation Law

Training topics include what is lobbying, who needs to register as a lobbyist, how to use the Electronic Filing System to register and file required reports ORS 171.725 - 171.785, 171.792

1. Review of Lobby Regulation Law and EFS demonstration: 1.5 hours
2. Review of Lobby Regulation Law: 45 minutes
3. EFS Demonstration only: 45 minutes

This is not the annual required Respectful Workplace training. Please see the Legislative Equity Office for more information on this training and requirement.

Public Meetings Law

Training topics include the full provisions of Public Meetings Law and the Executive Session provisions of Public Meetings Law. ORS Chapter 192.610 to 192.705

1. The full training on Public Meetings Law, including examples, time for questions, and discussion. This is the only session we offer that satisfies the Public Meetings Law training requirement ORS 192.700: 2.5 hours

2. The full training on Executive Session provisions, including examples, time for questions, and discussion: 1.5 hours

Frequently Asked Questions

Here are a few answers to some of the frequently asked questions about customized trainings with OGEC.

​It's up to your public body.

There are certain communications that do not fall under Public Meetings Law. Communications between governing body members that are purely factual or educational are one of those [ORS 192.690(m)(A)]. This means that our trainings on Ethics Law, Lobby Law, and Public Meetings Law do not need to be public meetings. So long as we do not discuss anything likely to come before the governing body for decision or deliberation.

That being said, some bodies still choose to make the trainings part of their public meetings. This can be for transparency, public engagement, or both.

Just let our team know when setting up your training if you're planning on holding it during a public meeting.


​We offer a variety of training lengths, depending on the topic. The shortest training length is an hour, while the longest is two and a half hours.

While we can offer customized trainings, the length of each training is harder to modify. This is to ensure that we are giving an adequate review of each topic and plenty of time for your public body to have their own questions answered.

Our customized trainings take our typical training and apply it to your public body.

We'll come prepared with relevant examples and tailored scenarios. Our training team will work with you to add any questions, situations, or details you have in mind.

Some examples of offerings in our customized trainings include:

- Trainings for agencies with details updated to include agency-specific policies

- Trainings for councils with scenarios geared towards previously submitted "hot topic items"  

- Trainings for departments with extra time added for employees to ask their own questions
