Oregon Transportation Plan

The Oregon Transportation Plan defines Oregon’s long-range transportation vision. The Plan was updated based on extensive public outreach and was adopted by the Oregon Transportation Commission in July 2023, with overwhelming community support.

The vision of the Oregon Transportation Plan: Oregon’s transportation system supports all Oregonians by connecting people and goods to places in the most climate-friendly, equitable, and safe way.

Strategic Action Plan

The 2024-2028 Strategic Action Plan identifies the top actions the Oregon Transportation Commission and the Oregon Department of Transportation will focus on over the next five years. It is not comprehensive of all agency efforts; rather, it identifies a narrow set of short-term priority actions that will best serve businesses and people who live, work and travel throughout Oregon.

Who owns the roads?

ODOT manages state highways and interstates, and the bikeways and walkways along those routes. All other public roads and streets are the responsibility of Tribes, counties, cities, and federal land mangement agencies. Click on this interactive map to learn more about roads across the state and who owns or maintains them. For increased performance, additional owners load when zooming into the map and do not show at the statewide level.
