The Federal Motor Carrier Administration (FMCSA) has implemented the Drug and Alcohol Clearinghouse (DACH) program. This secure online database provides real-time access to information regarding violations of the U.S. Department of Transportation's (DOT) controlled substances and alcohol testing program for commercial learner permit (CLP) and commercial driver license (CDL) holders. Effective November 14, 2024, the Oregon DMV will be required to:
- Check the DACH database to see if an individual is prohibited or not before issuing a CLP/CDL.
- Deny commercial driving privileges when an individual has a prohibited status with the Drug and Alcohol Clearinghouse.
- When notified by FMCSA, cancel commercial driving privileges until the return-to-duty (RTD) process is completed as mandated by the FMCSA.
