The Small Business Development Program (SBDP) is an innovative race- and gender-neutral program that empowers small, underutilized construction businesses to compete for ODOT contracts and gain valuable experience as prime contractors.
Program Eligibility
There are three ways to qualify for the SBDP. Your business only needs to qualify in one of the following ways to be eligible for the program.
- Your business is registered with the U.S. Small Business Administration (SBA) and eligible to participate in an SBA small business contracting assistance program, or
- Your business maintains valid COBID certification from the Certifying Office of Business Inclusion and Diversity, or
- Your business meets Self-Qualification requirements.
Self-Qualifying
A small business may self-qualify for participation in the SBDP if it meets ALL the following criteria:
- The Business is for-profit;
- The Business is in the construction industry;
- The Business is independently owned and operated;
- The Business is not a subsidiary of another business;
- The Business is registered with the Secretary of State;
- The Business has employed an average of fewer than 500 employees annually, over the past 2 calendar years;
- The gross receipts of the Business do not exceed an average of $45 million annually, over the past 2 calendar years.
How to Apply
There are two steps to applying to the Small Business Development Program. Please complete the steps in order.

Complete ODOT Prime Contractor Pre-Qualification. The first step is to pre-qualify with ODOT as a prime contractor. If you haven’t already pre-qualified, complete the Prime Contractor Prequalification Application.
