Job placement service contractors

VR has published a Request For Applications (RFA) on OregonBuys for job placement service contractors. We are soliciting applications from providers who are qualified to provide employment support services VR participants. The RFA is open to businesses, nonprofit organizations and self-employed individuals.

Vendor services fall into two distinct categories:

  2. Non-contracted goods and services providers

Requests for Application (RFA) are posted on the Oregon Buys website. To apply, you need to register on Oregon Buys. 

VR can't accept unsolicited applications for non-contracted goods and services at this time.

Contracted job placement service providers

Non-contracted goods and services providers

Goods and services provided by non-contracted vendors are requested through an Authorization for Purchase (AFP). AFPs are essentially purchase orders issued by Vocational Rehabilitation field offices before goods or services are provided. The State of Oregon, Office of Vocational Rehabilitation Services, is under no obligation to pay for services provided to VR clients before an AFP is issued.


Public Law 101-166, Section 511, Steven’s Amendment

When issuing statements, press releases, requests for proposals, bid solicitations and other documents describing projects or programs funded in whole or in part with federal money, all grantees receiving federal funds, including but not limited to state and local governments, shall clearly state (1) the percentage of the total costs of the program or project which will be financed with federal money, (2) the dollar amount of federal funds for the project or program, and (3) percentage and dollar amount of the total costs of the project or program that will be financed by nongovernmental sources.

Oregon Vocational Rehabilitation services are provided by state and federal VR funds. The VR program typically receives 78% in federal funds and 22% in state funds. For detailed information on federal funding for the program, please visit the Rehabilitation Services Administration website.


Disclosure

Both state and federal law allow VR to use or disclose minimum necessary personal client information without authorization for “purposes directly connected with the administration of the vocational rehabilitation program” [34 CFR 361.38(b); see also ORS 344.600; ORS 411.320(1); OAR 582-030-0010(2), OAR 407-014-0010(4), OAR 407-014-0020(2)].


Contractor agrees to State of Oregon terms and conditions as approved by the Oregon Department of Justice. Terms and Conditions apply for the purchase of goods or services as applicable.

NOTE: VR is subject to established ODHS contracting and procurement processes and limitations. Some services and supplies must be obtained through contractual relationships while others may be obtained outside a formally negotiated contract.
