Find Qualified Home Care Workers

Use Carina or the Home Care Registry

Carina is a care matching service for people who have state-paid home care services through Medicaid or OPI (Oregon Project Independence). The Oregon Home Care Commission supports this online service.

  • Carina helps people find qualified Homecare Workers, Personal Support Workers or Personal Care Attendants. Carina also helps in-home care providers find work.

Getting started with Carina (for state-paid services)

If you get in-home services through Medicaid or OPI, the Carina website can help you quickly and easily match with home care workers who meet your needs. Carina can help you find workers who provide routine, emergency and respite care.

Carina is an easy-to-use website where people looking for care can quickly and easily match with providers who meet their needs. Carina is an optional tool for all Medicaid and Oregon Project Independence (OPI) consumers. Carina partnered with the following to develop a tool to meet the needs of Medicaid and OPI consumers across Oregon:

  • Oregon Department of Human Services
  • Oregon Health Authority - Health Systems Division
  • Oregon Home Care Commission
  • Carewell SEIU 503
  • SEIU Local 503

​In 2017, the Oregon Home Care Commission (OHCC) submitted our Workforce Development Strategic Plan which recommended technological efficiency and innovation with regards to how in-home consumers and providers could connect with one another for consistent employment and vital service needs being met.

In the 2019 collective bargaining agreement between the OHCC and SEIU Local 503 it was agreed upon to implement an updated consumer and provider registry through partnership with Carewell SEIU 503. This collaborative effort led to Carina.

Note: Private pay consumers can't use Carina at this time. They can use the Home Care Registry instead (see below).

Home Care Registry (for private pay consumers)

If you plan to pay privately for help at home, the Home Care Registry is a resource for community members to find providers who accept private pay work.
