Rate setting process
ODDS contracted with
Burns & Associates to complete the rate-setting work. The rate-setting process included:
- Defining clear service expectations
- Studying current conditions
- Aligning expectations with reimbursements
- Doing a cost survey of providers
- Analyzing other data
- Getting feedback from providers on the draft models
The Oregon Legislature fully funded the revised rate models. ODDS implemented these rates in July 2023:
- 24-hour residential (adults and children)
- Attendant care
- Non-medical transportation
- Professional behavior services
- Small group employment
- Employment Path
- Day support activities
The new rates are based on the
service group framework. This framework groups people with similar levels of need and who use similar levels of services into five groups. ODDS reimburses providers for services they provide based on the service groups and payment categories in the chart below.
The service group framework established the rates for 24-hour group homes, Employment Path, small group employment, day support activities, job coaching and Discovery. We developed new rate models for professional behavior services but decided not to implement them yet. We have not yet started the rate-setting process for adult and children’s foster care.
