Overview
State forests by law must provide economic, environmental and social benefits to Oregonians. To achieve the legal mandate, these lands are managed to create healthy productive forests, diverse native fish and wildlife habitat, clean air and water, recreation and outdoor learning opportunities, as well as benefits and revenues to rural communities and timber-related economies. Overall management goals and strategies are established in long-range Forest Management Plans and Implementation Plans
Each district prepares an Annual Operations Plan which describe how the goals and objectives identified in the district implementation plans will be achieved. These annual plans show the location and provide a description of forest management activities and projects that are proposed for a given fiscal year and are the most detailed level of planning conducted by the Oregon Department of Forestry.
Common topics included in an Annual Operations Plan include:
- Timber harvest operations
- Recreation improvement and maintenance projects
- Forest road construction, maintenance, and improvements
- Reforestation/replanting and young stand management activities
- Habitat improvement for native species
- Invasive species management

Public comment period
ODF staff have spent the last year reviewing data, evaluating conditions, identifying projects, and assessing activities that are aligned with the Forest Management Plan and Implementation Plan. This work is just the beginning of the planning process. The next step is the public comment period.
The 45-day public comment period for the FY26 Annual Operations Plan will be held April 18 through 5 p.m. on June 3, 2025.
This public comment period will provide an opportunity for the public to review the Annual Operations Plan, ask questions, identify concerns, and make recommendations. The most effective comments address the specific activities in the Annual Operations Plans and how they relate to higher level Forest Management Plan and Implementation Plan goals and strategies. Specifically, submit comments that:
- Provide suggestions to improve the efficiency or effectiveness of the plans
- Request clarification on how planned activities are described
- Provide additional information or correcting errors
- Are solutions-oriented, with the understanding that state forests must meet a suite of social, environmental, and economic goals as well as maintaining guidelines put forth in the Forest Management Plan, Implementation Plan, and Stewardship Agreement
ODF is offering several convenient avenues to comment on Annual Operations Plans:
Once the public comment period is complete, ODF staff review and consider each submitted comment through the lens of our current policies and plans, evaluate potential changes, and document changes that are made. A comment response document will be developed to address questions and concerns and to summarize changes or clarifications to timber sales or other forest projects. This document will be posted to this page once the Annual Operations Plans are approved.
