Our Mission

The Oregon Advocacy Commissions (OACs), leaders of underrepresented communities in Oregon, share their expertise and knowledge to inform equity in state policy. The OACs research issues, educate the public, and provide advice to state policy and decision makers, including the Governor, legislators, and state agency leadership. The OACs are continually looking for ways to improve the lives and livelihoods of all Oregonians, and encourage diverse leadership in state government.

The Oregon Advocacy Commissions Office (OACO) was established to support the statutory work of all four OACs:

  • Oregon Commission on Asian & Pacific Islander Affairs (OCAPIA)
  • Oregon Commission on Black Affairs (OCBA)
  • Oregon Commission on Hispanic Affairs (OCHA)
  • Oregon Commission for Women (OCFW)

Jeff Selby (he/him) is the son of a Japanese immigrant mother and has worked on behalf of systemically excluded and institutionally oppressed communities for much of his career. His diverse leadership experience includes roles with the U.S. Army, Walt Disney Company, City of Lake Oswego, and the City of Portland’s Office of Equity and Human Rights (Office of Equity), where he was Director for three years.

 

Serving with the Office of Equity for 13 years, Jeff also held positions as Communications Manager, Training Manager, and Deputy Director. Jeff was responsible for engaging with community; coaching and supporting staff; guiding City leadership, elected leaders, and staff in equity policy and practice; and overseeing the internal and external communications process at the Office of Equity.

 

A combat veteran with ten years of service in the U.S. Army, Jeff led teams of military radio and television journalists and was named Broadcast Journalist of the Year by the Secretary of the Army.




During his time with the Walt Disney Company, Jeff trained and led teams of musicians, actors, and hosts, and was a show writer and graphic designer with Walt Disney Imagineering. Jeff played a significant role on the Lake Oswego Interceptor Sewer (LOIS) project team, where his facilitation, public participation, and social media expertise helped deliver the largest public works project in the City’s history on time and under budget.

 

Jeff’s social justice experience is rooted in his lifelong involvement with the Japanese American Citizens League (JACL), the nation’s oldest Asian American civil rights advocacy organization. He served as Portland JACL President for two terms. He has also volunteered with Partners in Diversity, Western States Center, Japan America Society of Oregon, the Japanese American Museum of Oregon, and served on the Board of Directors of MRG Foundation (now Seeding Justice) and Wayfinding College.

 

The New York Yankees fan spends his free time playing drums, cooking, and regularly sampling Oregon's bounty of restaurants, wineries, and craft cocktail venues.
