In 2020, the Federal Emergency Management Agency (FEMA) approved
Oregon's Natural Hazard Mitigation Plan (NHMP). That approval will expire on September 24, 2025. The Oregon Department of Land Conservation and Development (DLCD) and the Oregon Department of Emergency Management (OEM) are updating the plan for FEMA's re-approval.
The process of developing or updating an NHMP helps the whole community understand who and what is at risk, determine the most effective strategy and actions for reducing potential impacts, and understand what is needed to accomplish them. Natural Hazards Mitigation Plans must be reviewed, updated, and re-approved by the FEMA every five years to maintain eligibility for certain federal natural hazards mitigation funds. The Oregon NHMP is not a regulatory document.
Comment on the Oregon Natural Hazards Mitigation Plan
DLCD and OEM invite comments on a draft of the 2025 update to the Oregon NHMP. Please provide all comments by March 20, 2025.

Wildfire Hazard Regulations: The Oregon NHMP wildfire risk assessment and maps are not regulatory. The Oregon Department of Forestry and Oregon State University developed a statewide wildfire hazard map as required by the Oregon Legislature for use in building codes, defensible space requirements, and grant programs.
