Individuals wishing to become Police Officers, Correctional Officers, Parole and Probation Officers, OLCC Regulatory Specialists, or 911 Dispatchers must first be hired at an Oregon Public Safety Agency. Individuals wishing to become an instructor teaching mandated courses at the academy, must first be hired by the Department of Public Safety Standards and Training or the Department of Corrections.  Agencies must report a new employee to DPSST within 10 days of the hire.  The following details the various requirements that must be met for hiring a public safety professional.

DPSST has developed an Agency Background and Psychological Screening Reference Guide​ to assist agencies in determining background and psychological requirements based on various employment scenario​s.​​​​

Reserves are de​​fined as a commissioned peace officer employed as a volunteer or working no more than 80 hours a month for a 90-day period.

Requirements:​

  • ​Background Investigation
  • Submit an F4 Personnel Action Form​​ within 10 days of hire

​DPSST only tracks individuals who are working in certified roles. These are Police, Corrections, Parole & Probation Officers and Regulatory Specialists who work over 80 hours a month for 90 days.

  • Submit an F4 Personnel Action form hiring the officer/specialist
  • Complete Medical Examination. In the forms section below DPSST has provided the following:
    • ​Required Forms

      • Color vision field text (if applicable)
    • References/Resources
      • ​Critical and Essential Tasks for each discipline (required during medical exam)
      • Medical Exam Personal History
    • Please do not submit specific medical information. DPSST will send back.
  • ​​Schedule to attend basic training. See our Basic Training Page for schedules.
    • ​Police and Corrections must attend within 90 days of hire.
    • Parole & Probation and Regulatory Specialists must ​​​​​complete training and field training before the 18-month certify by date.​
  • Complete the appropriate Field Training Manual (listed in the forms section below).
  • Obtain First Aid and Adult/Child CPR Certification.
  • Sign an F11 Law Enforcement Code of Ethics (usually occurs during basic training).
  • Apply for Basic certification. See our Basic Certification Page​ for more information. 
    • Corrections officers must be certified within 12 months of hire.
    • Police, Parole & Probation, and Regulatory Specialists must ​be certified within 18 months of hire.

When a law enforcement officer leaves their certified role their certifications will Lapse after 90 days and they will need to follow the requirements below to reactivate their certification(s). If an officer leaves their certified role for over 5 years their certification(s) will expire and they will need to follow the New Hire/Not Certified process above to obtain a new certification(s). An officers previous employment and training history will be retained.

  • Training Requirements:  
    • ​​​If you have not been employed for over 1 year, but less than 5 years:
      • Must complete 8 hours of Firearms or Use of Force Training within 30 days of hire.
    • If you have not been employed for over 90 days, but less than 2 1/2 years:
      • ​Submit an F7 Application for Certification
    • ​​If you have not been employed for over 2 1/2 years, but less than 5 years:​
      • ​Schedule to attend the appropriate training (detailed below) on our Basic Training Page.
        • Police, Corrections, Parole & Probations officers must complete a Career Officer Development Course.  ​​
        • Regulatory​ ​Specialists must complete the Basic Liquor Enforcement training.
  • ​​​Complete the appropriate Field Training Manual (listed in the forms section below). This may be waived at the request of the agency.
  • Obtain First Aid and Adult/Child CPR Certification.
    • Sign an F11 Law Enforcement Code of Ethics (usually occurs during basic training).
      • Apply for Basic certification. See our Basic Certification Page​ for more information. 
          • Corrections officers must be certified within 12 months of hire.
            • Police, Parole & Probation, and Regulatory Specialists must be certified within 18 months of hire.

          When a law enforcement officer moves to the same discipline in another agency, their certifications will remain active as long as they do not have a break in employment over 90 days.​​

          ​DPSST only tracks individuals who are working in certified roles. These are Police, Corrections, Parole & Probation Officers and Regulatory Specialists who work over 80 hours a month for 90 days.  

          OAR 259-008-0025 (3) (b) Reciprocity. Law enforcement officers who have been employed by a public or private safety agency in another state and have previously completed a basic training course deemed by the Department to meet or exceed Oregon’s minimum training standards may be granted a waiver of the basic training course. These officers will be required to complete the prescribed career officer development course and field training manual.

          All out of state applicants requesting to waive the full basic course are reviewed on a case-by-case basis. Required documents for the waiver review process can be found in the F39 Basic Training Waiver/Reciprocity form. This form is required to be completed and submitted as part of the waiver review.

          In accordance with Oregon Revised Statute 813.131(3): If the police officer has completed an approved training (see below links) and would like to have an additional line entry made viewable in IRIS, please submit the F39 Basic Training Waiver/Reciprocity form and mark “yes” indicating that your department has reviewed and determined one of the below trainings has been completed. We will then record the training as “DID Approved Training” in the officer’s IRIS training record.

            • Agencies may request a review of prior basic training and employment to determine if a ​​Police, Corrections, or Parole & Probation officer qualifies to attend an abbreviated Career Officer Development Course instead of the full academy.  
          • Complete the appropriate Field Training Manual (listed in the forms section below).
          • Obtain First Aid and Adult/Child CPR Certification.
          • Sign an F11 Law Enforcement Code of Ethics (usually occurs during basic training).

            • Corrections officers must be certified within 12 months of hire.
            • Police, Parole & Probation​, and Regulatory Specialists must be certified within 18 months of hire.​


          An officer can maintain certifications in multiple disciplines only if it is a need of the agency. The agency must identify the primary discipline the officer is going to perform and the officer can only requests upper level certifications in that discipline.  If an individuals has certifications in telecommunications or emergency medical dispatch AND law enforcement, the individual must complete both the Telecommunication and Law Enforcement maintenance requirements. (Note: Telecommu​nicators who are also Emergency Medical Dispatchers are automatically multidiscipline).

          ​The following is required to establish an officer as multi-discipline certified:​​​​

          • ​Submit an F4 Personnel Action form completing the Multi-Discipline section on the form.

            • ​Telecommunicators and Emergency Medical Dispatchers must ​​​​​complete training and field training within 18 months of hire.​

                • ​Telecommunications
                • Emergency Medical Dispatch
              • Telecomunnicators that previously attended the Basic Telecommunicator Course After April 1 2019, have the opportunity to challenge the basic course.
          • ​​Complete the appropriate Field Training Manual (listed in the forms section below). This may be waived at the request of the agency.
          • Obtain First Aid and Adult/Child CPR Certification.
          • ​​Sign F11T Telecommunications Code of Ethics (usually occurs during basic training).
            • Apply for Basic certification. See our Basic Certification Page​ for more information. 
                • Telecommunic​ator and Emergency Medical Dispatchers must be certified within 18 months of hire.

              ​​Agency Loan and Part-time instructors hired by the Department of Public Safety Standards and Training or the Department of Corrections must meet the following requirements.

              ​​Certifications

              Instructor Certification is only required for those instructors who will have primary responsibility for the instruction of any portion of a Board-approved curriculum for a mandated training course​
