Homeland Security Grant Program

The Homeland Security Grant Program (HSGP) is a Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) grant program. Oregon currently receives funding under two HSGP programs: the State Homeland Security Program (SHSP) and the Urban Area Security Initiative (UASI). Together, these grants fund a range of activities designed to prepare for, respond to, and recover from acts of terrorism.

FY24 SHSP Update:

The FY24 SHSP application period is now closed.

OEM has approved $4,362,750 in funding towards State, Local, and Tribal efforts to combat terrorism in Oregon. The full list of projects can be found here. We want to thank everyone who submitted projects for consideration. We had roughly $7.5 Million in funding requests for over 100 projects.

Below is a high-level view of changes to the SHSP program this year. Please read through the application documents, program guidance, and Notice of Funding Opportunity carefully for more information.


  • All projects must have a clear connection to prevent, protect against, respond to and/or Recover from an act of terrorism (foreign or domestic)
  • Broad, “all hazards” projects lacking a clear tie to terrorism will not be funded
  • Shelf-stable foods, and stockpile supplies that have expiration dates, including medical supplies, will not be funded
  • Each county and tribe may submit up to 6 competitive projects
  • EHP forms need only be submitted for Equipment, Training, and Exercise related projects
  • Indirect Costs requests will not be approved​

  • Quarterly Reports will now include program and fiscal reporting in one document
  • Requests for Reimbursement forms will only be submitted for the quarters you have expense to reimburse​

OEM expects County and Tribal Emergency Managers to coordinate with all stakeholders within their geographic area to identify threats, vulnerabilities, and their capabilities to address them. Counties and tribes are not entitled to SHSP funds for their own objectives alone but must work with all partners to identify needs and projects to address those needs. The County and Tribal Emergency Manager is responsible for selecting those projects that will be submitted to OEM, but should do so as equitably, and transparently as possible.
