The annual evaluation of the Mitigation Program includes information on new groundwater use, streamflow monitoring, implementation and management of the mitigation credit system, and mitigation activity to determine whether scenic waterway flow and instream water right flows in the Deschutes Basin continue to be met on at least an equivalent or more frequent basis as compared to long-term, representative base period flows established by the Department. This annual evaluation of the Mitigation Program must be done in cooperation with the Oregon Department of Fish and Wildlife, Oregon State Parks and Recreation Department, Oregon Department of Environmental Quality, and Division of State Lands.
The Department must also complete evaluations of the Mitigation Program every five years. This is required by administrative rule and by the statute authorizing the Mitigation Program.
