Incident Management Teams

All-Hazard Response

The Oregon State Fire Marshal has three all-hazard incident management teams made up of professionals from the Oregon fire service and other government agencies. These teams manage emergency response to wildfires and other disasters to keep communities safe.

The teams typically respond to wildifres that threaten lives and homes, but they can also handle other types of emergencies. The teams use a system called the Incident Command System to:

  • Provide expertise in safety, communication, operations, planning, and more.
  • Offer structure and support for ongoing emergency efforts.
  • Help coordinate between all the agencies responding to the incident.
  • Create a plan to control the situation safely and efficiently.

The teams are usually mobilized when the governor invokes he Emergency Conflagration Act, which allows the state fire marshal to move respources through the Oregon Fire Mutual Aid System. The teams work closely with local fire departments and first responders to manage large incidents.

Recruitment and Qualifications

Recruitment is currently open until December 31, 2024.

Applicants who do not meet the qualification criteria will not be accepted.

The recruitment process is selective. Applicants, reference, and/or others within the applicant's agency may be contacted by OSFM staff, incident commanders, and/or IMT section chiefs during the selection process. Applicants should expect to be interviewed.

It is the expectation of the OSFM and incident commanders that all team members provide the highest level of customer service to all involved with or impacted by an incident. Team members represent both their home agency and Oregon and are expected to always be professional.

Team members are expected to be available to respond during their team's on-call rotations and remain at an incident for up to 14 days.

Logistics

Team members should be prepared to be logistically self-sufficient for 72 hours.

Agency Sponsorship

Team members should have the full support of their sponsoring agencies to participate in training, section working groups, and the annual conference.

Transportation

Transportation

Team members should have access to an agency command vehicle for deployments.





Standard Operating Guidelines

Guidelines assist incident management teams (IMTs) in providing safe, effective, and efficient command and control during statewide mobilizations. Within the structure of these guidelines, IMTs must exercise common sense and professional judgment to achieve safe, effective, and efficient operations.
