Background:

OPRD is considering proposed changes to rules to adjust ranges for rates charged for camping and use of other facilities in state parks.
Once rate ranges are adopted into rule, the state parks director has authority to adjust fees based on visitation patterns, increased costs, and seasonal fluctuations up to four times per year. The first rate ranges were adopted into rule in 2018 and implemented by the department in 2019.
Adjustments to rate ranges are necessary to respond to increases in utility costs, operations and maintenance needs and inflation. Increasing the rate ranges, does not mean that fees charged per night will increase automatically, but will provide the agency flexibility to adjust fees as conditions change in coming years.
In addition to rate range adjustments proposed rules would:
  • Expand the 25% surcharge for out-of-state campers to all types of campsites. Currently, this fee is only charged on RV campsites.
  • Allow the director to determine which parks assess a day use parking permit fee. Currently parks requiring a parking permit are listed in rule.
Day Use Parking Permit Fee Rate Ranges:
Proposed rules will create rate ranges for day use parking permits, similar to campsite and other facilities in state parks.  Day use parking permit rates have not increased since 2009. Proposed rules would make the following changes to day use parking permit rates:
  • Daily Motor Vehicle – Increase from $5 to $7-15;
  • 12-month Permit – Increase from $30 to $40-60;
  • 24-month Permit -Increase from $50 to $60-80.

Public comments were accepted from July 1st through August 30th.
Four public hearings were held for the public to provide comments.

The department also took feedback via a short survey asking opinions on camping facilities and programs.
