Background:

HB 2232, signed by the Governor on March 19, 2025, transfers rulemaking of noise emission standards for off-road vehicles from the Environmental Quality Commission to the Oregon Parks and Recreation Commission. It also transfers responsibility for rulemaking around specific off-road vehicle equipment standards from Oregon Transportation Commission to Oregon Parks and Recreation Commission.   
OPRD staff are researching and developing draft rules. A rule advisory committee will be convened this spring/summer to begin development of proposed rules.
