Primary Purpose of this Position:

The Agency Rules & Retention Coordinator will create policies and processes to adhere to Oregon Administrative rules, and Record Retention guidelines. This position will work to formulate changes to policy and programs by effectively providing recommendations to management on the condition in which the program should operate while ensuring alignment with the vision and mission of the agency. This person in this position will also be responsible for the implementation of approved policy recommendations and for program creation.

​DUTIES AND RESPONSIBILITIES:

CASE MANAGEMENT
  • Review transcripts and records from circuit court and parole board proceedings.
  • Identify and research potential legal issues for appeal.
  • Write and file motions, briefs, and petitions.
  • Present oral argument before the state appellate courts.
  • Maintain acceptable work production levels.
COMMUNICATION
  • Respond to inquiries from clients, opposing counsel, and the courts.
  • Respond to inquiries from members of the public and, occasionally, the media and the Oregon State Bar.
  • Occasionally serve as “officer of the day” by responding to inquiries from trial attorneys, by handling time-sensitive matters for attorneys who are unavailable, and by responding to various matters that arise during the assigned duty.
TEAMWORK
  • Prepare for, attend, and constructively participate in weekly team meetings.
  • Edit briefs for attorney colleagues.
  • Assist other attorneys in preparation for oral arguments by reading briefs, providing feedback, and participating in moot courts.
ONGOING
  • Engage in effective team participation through a willingness to assist and support coworkers, supervisors, and other work-related associations.
  • Develop good working relationships with clients, coworkers, and supervisors by actively participating in office-wide activities and programs and by identifying and resolving problems in a constructive, collaborative manner.

​The Trial Division are Public Defenders who provide court appointed legal representation and advocacy to indigent clients who are charged with criminal offenses in the circuit courts in the State of Oregon. Public Defender attorneys are expected to represent clients from arraignment through filing of post-trial motions. There will also be occasional pre-indictment representations. Case types will include misdemeanors, lesser and major felonies, serious sexual offenses, murder prosecutions, and occasionally initial commitment proceedings. There is also an expectation that Public Defenders will act as informal mentors and advisers to other staff attorneys in the office as they gain experience.

​This position aids attorneys, paralegals, and investigators in the preparation of legal documents, calendaring, records maintenance, researching legal information, docketing, case management and timekeeping, office management and coordination with clients, courts and other public safety persons or entities relevant to the legal representation of the client.

​This position will play a vital role in the intake and case selection process, including obtaining and organizing core case documents and overseeing key aspects of our data collection and case management system. This role will also assist the Program Director in collecting and analyzing in-house and grant partner data for inclusion in semi-annual federal grant reports. This position will provide significant exposure to clients, jails and correctional facilities and staff, courts, and other public safety agencies.

This position takes direction from an attorney to follow the legal theory of the case and to support or refute that theory through careful and thorough assembling of pertinent and relevant evidentiary facts within their ability to locate, identity, corroborate, and report.
