Vaccine Access Program (VAP) Overview

The Oregon Immunization Program (OIP) is committed to ensuring and increasing access to vaccines for people of all ages. OIP has a Vaccine Access Program that allows providers to enroll to receive state-supplied vaccine to serve their entire population. All vaccine is supplied at no cost, and providers code each dose of vaccine given to show the eligibility for that vaccine and that patient. Eligibility codes in ALERT IIS are used to send quarterly bills for patients who are insured, and the participating clinics do not need to purchase a separate stock of private vaccine for these patients.

What is a Vaccine Access Program Provider?

  • A clinic that receives no-cost vaccines intended for VFC-eligible people under age 19, uninsured adults and low-cost vaccines for privately insured children and adults
  • A provider that is committed to increasing vaccination rates and decreasing disparities in immunization coverage.
  • A public health provider that serves as an adjunct to the entire public health system across Oregon.

Who is eligible to receive vaccine from a VAP provider?

  • People under the age of 19 who are eligible for VFC.
  • Any uninsured adults who meet program requirements.
  • Insured children or adults covered by private insurance or Medicaid/Medicare.

“Billable” Vaccine for VAP providers

  • Billable vaccine is supplied from the Oregon Immunization Program and can be provided to anyone with private insurance or adults on Medicaid/Medicare.
  • Billable vaccine is billed quarterly to providers for doses coded as Billable.

What are Section-317 Funded Vaccines?

  • Federal Section-317 funds are provided to each state to expand immunization services. Through the VAP, providers can receive these funds to immunize uninsured adults.
  • Vaccines for uninsured adults that are coded as “O - other state-supplied vaccine.”

Who is eligible to receive 317-Vaccine?

  • Only for ages 19+ with no insurance, or insurance that does not include any immunization coverage.

What is required to be a VAP Provider?

In order to receive vaccines from the OIP, a provider must comply with the same requirements and training for providers enrolled in the Vaccines for Children (VFC) program. These requirements include following all OIP storage and handling requirements:

  • Enrollment and reporting vaccine usage to ALERT IIS
  • Designating VAP contacts to OIP

Site Visits

Clinics enrolled in the VAP program will receive a site visit within the first six months of enrolling and then every 18-24 months after that. These visits are a time to check how the clinic is complying with the program requirements.
