Oregon Psilocybin Services - 2023 Rulemaking

Rules Adopted December 2023

In December 2023, OPS adopted rules to address data collection and reporting required by Senate Bill 303, requirements for training program curriculum approval, and technical fixes to previously adopted rules.

Read 2023 OPS Rules with Tracked Changes 

The 2023 rules were informed by nine hours of Rules Advisory Committee (RAC) meetings, over 200 written public comments and over four hours of public hearings during the public comment period. Public hearings offered Spanish interpretation, American Sign Language interpretation, and communication access real time translation (CART captioning). 

We invite you to read our 2023 Letter to the Public which highlights frequent themes identified during the public comment period and how they have been addressed in the 2023 rules. November 2023 Public Comment Period

All members of the public were invited to provide comments on the 2023 proposed rules during the public comment period in November. The proposed rules do not represent the final adopted rules

November 2023 Public Hearings

September 2023 Rules Advisory Committees (RACs)

Oregon Psilocybin Services convened three RACs in September 2023 to discuss proposed rules on: (1) Minor adjustments and technical fixes to rules adopted in 2022, (2) Implementation of Senate Bill 303, new legislation that requires service centers to collect and report client data related to psilocybin services, and (3) OHA requirements for approval of facilitator training programs. 

Rules Advisory Committees (RACs) are an important part of the rulemaking process. RAC members provide input on draft administrative rules.  RACs are comprised of individuals who have subject matter expertise, lived experience, and who are likely to be affected by the proposed rules. The RAC process is designed to include a diversity of opinions and viewpoints. In addition to providing recommendations, RACs evaluate fiscal and racial impact of the proposed rules. Draft rules are updated based on RAC input, and the next version of proposed rules is then made available during the public comment period in November 2023.
