Crisis Care Guidance: Equitable health care in an emergency

Oregon Health Authority (OHA) has updated the state’s crisis care guidance in 2024 based on public input, research, and recommendations from an advisory committee. OHA will periodically update the Oregon Crisis Care Guidance again in the future informed by emerging evidence, lessons learned, and input from health professionals and communities across Oregon.

History of Oregon's crisis care guidance

During a public health crisis, there may be demands for lifesaving care that overwhelm the capacity of health systems. During the COVID-19 pandemic, the Oregon Health Authority (OHA) published health equity principles to guide decisions about who gets that lifesaving care when there isn’t enough to meet demands. OHA also provided an interim tool to aid decision-making in such a crisis.

The Oregon Resource Allocation Advisory Committee (ORAAC) met between May 2022 and June 2023. Their purpose was to review and inform updates to the guiding principles and the decision-making tool. The principles and the tool are available in several languages on the ORAAC Resources and Materials page. The principles are:

• Non-discrimination,
• Health equity,
• Patient-led decision making, and
• Transparent communications.

The ORAAC held its final meeting on June 29, 2023. The committee concluded without reaching consensus-based recommendations, but it did produce a final report outlining the feedback provided by committee members. In addition, OHA received comments from members of the public on the approaches the committee was considering.
