Background
Senate Bill 1 (2019) established the Governor's
System of Care Advisory Council.
Senate Bill 4 (2021) authorized the council to appoint an executive director and make recommendations on state agency budgets.
The council acts as a central, impartial forum for statewide policy development, funding strategy recommendations and planning. The council's goal is to improve the effectiveness and efficacy of child-serving state agencies and the continuum of care that provides services to youth (ages 0-25).

Membership
The council is looking for 2 new members for the 25-person council:
- A representative of county mental health services
- A youth who has intellectual or developmental disabilities, mental illness, or current or past involvement with the child welfare or juvenile justice systems

Council and Subcommittee Meetings
Unless noted, all meetings are open to the public.
The full council meets 12:30 to 4:30 p.m. the first Tuesday of each month.
The following subcommittees and work groups inform the work of the council.
Youth Council
- This committee incorporates youth voice into the system of care. Financial compensation is available for eligible youth. Please reach out to me if you have any questions about this!
- Every other Friday, 3:30 p.m. to 5:00 p.m.
Legislative Committee:
- This committee provides recommendation on legislative concepts for the system of care.
- Third Wednesdays of the month, 8:30 to 9:30 a.m.
Executive Committee:
- This committee provides leadership and guidance to the overall work of the Council.
- Third Tuesday of the month, 2:00 to 3:30 p.m.
Data Committee:
- This committee is charged with oversight for the SOC Data Dashboard, and outcomes of strategic plan implementation.
- Second Tuesday of the month, 2 to 3 p.m.
Diversity Equity Inclusion (DEI) Committee:
- This committee directs and guides the Council's commitments to diversity, equity and inclusion.
- Second Friday of the month, 8 to 9:30 a.m.
State Agency Standing Committee:
- This committee convenes state agencies for system of care implementation and coordinates response to barriers identified by local systems of care.
- Fourth Wednesday of the month, 3 to 4:30 p.m.
Grants Committee:
- This committee directs funding granted to support local system of care implementation.
- Last Monday of each month, 11 a.m. to noon
