Welcome
The Metrics and Scoring Committee selects quality measures and benchmarks for Oregon's Quality Incentive Program (QIP), which rewards coordinated care organizations (CCOs) when they provide exceptional care for Oregon Health Plan (OHP) members. Measuring quality and access to care, and holding CCOs accountable to key metrics, is a cornerstone of Oregon’s health system transformation.
The Metrics and Scoring Committee is nine-member public committee and was established in 2012 by
Senate Bill 1580. Members of the public are welcome and encouraged to participate.
Committee vision: Continue to lead on, and expand influence of, incentive measures to improve the health of Oregonians, through health system transformation and cross-system collaboration.
The Metrics and Scoring Committee is a public body that welcomes public comments related to discussion topics.

The Metrics
Technical Advisory Group (TAG) is working group of the Metrics and Scoring Committee that is charged with developing recommendations for operationalizing and implementing the CCO Incentive Measures.
The
Health Plan Quality Metrics Committee (HPQMC) was established to identify health outcome and quality measures that may be applied to services provided by CCOs; or paid for by health benefit plans sold though the health insurance exchange; or offered by the Oregon Educators Benefit Board or the Public Employees’ Benefit Board (PEBB/OEBB).

Office Hours
In addition to the formal meetings listed above, committee members have the opportunity to attend optional office hours with staff on the Tuesday before each meeting from 4-5 pm. The intent of these office hours is to answer questions about meeting materials to help members prepare. While a quorum is not expected and committee decisions shall not be deliberated, in the interest of transparency the public is welcome to attend.
