Oregon Administrative Rules (OARS)

  • Administrative rules in chapter 333, division 6 provide administrative oversight of the Universally Offered Newborn Nurse Home Visiting Program as defined in SB 526 (Oregon Laws 2019, chapter 552), which passed during the 2019 Legislative Session.

Family Connects Oregon Notice of Proposed Rulemaking

The Oregon Health Authority, Public Health Division, Center for Prevention and Health Promotion, Maternal and Child Health Section is proposing permanent amendments to OAR chapter 333, division 6 pertaining to the Universally Offered Newborn Nurse Home Visiting Program. To “meet the needs of communities where the program operates," per legislative mandate, there is a need to expand the type of organizations eligible to be designated as the Newborn Nurse Home Visiting Provider and Community Lead to include, for example, hospitals and non-profit organizations. To better support equitable implementation and decrease administrative burden, various other minor changes are being made.

You are invited to review and comment on the proposed rules. There are two (2) options to provide comment:

1.   You may provide oral (spoken) testimony during a public hearing scheduled on Tuesday, November 19, 2024, at 11:00 A.M. Pacific Time via video/phone conference using Microsoft Teams

Final rules will be filed after consideration of all comments.

Oregon Revised Statutes

  • ORS 433.301 requires the Oregon Health Authority to design the universal newborn nurse home visiting program to be flexible to meet the needs of the communities where the program operates and adopt criteria for universal newborn nurse home visiting services that must be covered by health benefit plans in accordance with ORS 743A.078.
